It can – I do it all the time. You have to change a default setting which is not entirely obvious.
Go to Preferences (in Edit menu) – then select Composition – then select the General tab – then at the top where it says “Forward messages: [Inline]” drop-down the list and select “As Attachment”. Now you can select several emails and forward them all inside one email as multiple attachments.
It doesn’t look obvious, but it works.

However, I use this feature often to report multiple spam emails to an anti-virus company, so I have it set as a default. I have no use for forwarding emails inline.

I knew I could forward as attachments, sadly I wanted to forward them inline instead. 🙁
